Board of Trustees

When Twin City Catholic Educational System (TCCES) was formed, a board of education was convened to oversee the consolidation and to foster a sense of unity among the schools and parishes. To avoid undue turmoil during this transition, St. Mary Central High School (SMC) maintained an independent governing board, which continued to operate fully until 2006.

At the diocesan corporate meeting in April 2006, it was determined that the time was right to move toward full unification of the system, thereby eliminating the need for two separate governing bodies. This recommendation, which was jointly developed by diocesan representatives, the pastors of all five Neenah-Menasha parishes and members of both the TCCES and SMC boards, was considered and quickly approved by both boards of directors.

In July 2006, the two boards merged into a single governing body, known as the TCCES/SMC Board of Education. This entity continued to advance the goals and vision of our strategic plan, TCCES: Planning Our Future. Through this important effort, led by TCCES President Mike Sullivan and in partnership with school administrators, great progress was made toward our mission of providing a faith-based, exceptional education experience for all of our children. In addition, strides were made in working with administrators to control expenses while setting realistic revenue targets.

As the system and the Green Bay Diocese continue to grow and evolve, a new role for the board has emerged. In conjunction with a shift from emphasis on the day-to-day matters in the schools, the entity took a new name as of August 2009—the TCCES Board of Trustees. This board is composed of all of the pastors from the Neenah-Menasha parishes and members selected and appointed by the board’s governance committee, with care taken to create a balance of representation from our parishes and various constituencies. The TCCES Board of Trustees reports to the Diocesan Corporate Board, the ultimate governing board, each year in March.

The primary areas of focus for the TCCES Board of Trustees include increasing visibility and communication, hiring and evaluating the system president, facilitating fundraising (particularly third-source fundraising) for the system and developing growth opportunities. Targeted growth opportunities include technology, enrollment, parish relationships, facilities, marketing and a continued focus on Catholic Identity.

Curriculum and educational issues are the responsibility of the schools led by the individual school principals. The principal works closely with and under the direction of the system president, who is responsible for keeping the board informed. Terms of service for the TCCES Board of Trustees are three years, with a maximum of two consecutive terms (six consecutive years). The board meets on the third Wednesday of every month, except July.

The TCCES Corporate Board of Directors is comprised of the bishop, two diocesan representatives, the Neenah-Menasha pastors and two elected parish representatives, the chairperson of the TCCES Board of Trustees and the system president. This board meets once a year to review progress, set goals and adopt the budget for the upcoming fiscal year.
